I was deeply saddened by the news of Bill's passing. My heart felt condolences to Stevie, his sons and the family. Bill was a wonderful person, true gentleman, and great coworker. I worked with Bill at FEMA on a number of disasters, most recently in Iowa in 2013, when -- as our Task Force leader in the northwest part of the state -- he graciously received me in my duties as Deputy Federal Coordinating Officer out on a field visit. And, as anyone who knows him could attest, Bill always did things first class. All the pertitent local, FEMA and other fed partners met us at a cafe for an extended working lunch for a guy new to the experience of being Deputy FCO. Bill's well-known warm and easy-going manner made working with him in any situation an absolute joy. You can't say that about everyone, but Bill had it in spades. I no doubt am expressing the same sentiments as many at FEMA who worked with him. He will be missed.

I got to meet Mr. Kirk more than a couple of times because I work at FEMA. And I work for Mr. Kirk's son at FEMA. Mr. Kirk was a true gentleman and had a wry sense of humor. As a member of the FEMA family, he will be missed.

I met Mr. Kirk, when my brother-in-law (Rich Keeling) worked for him on his farm in Clayton. I always thought Bill was such a nice man. Like many who worked with Bill on many FEMA disaster deployments, I came to see him as a quite individual, a true professional, and the ultimate gentleman of the old school. My first time meeting Bill was when he brought me some long sleeve FEMA shirts to the DRC I was working in. He got the biggest FEMA hug I could give. I was freezing. What a great time I had Bill and Rich Grose while I also worked in Topeka. A very memorable moment was a February Saturday night while riding around with Bill in Topeka when we decided to drive to Norton for a "cup of coffee". We started out with the top down on his convertable but not for long. We put it back down just outside of Norton and then stopped at the Lucky Strike Grill. RIP Bill.

Lanny and I shared many happy times with Bill and Stevie when we were first married and when our children were small. Bill gave us our first Siamese cat from a litter of kittens that they raised to sell. Even though we have lived miles apart for many years, we keep in touch for many important occasions. Bill surly will be missed by us and we will keep him close in our memories.
